Like building ships, it takes a team working together to build housing.
With Navy funding and support from General Dynamics, BIW has teamed up with Developers Collaborative, an experienced, Maine-based housing company, to invest in the construction of 84 apartments at 150 Congress Avenue in Bath.
These apartments – which will be available in mid-2027 – will provide more housing options for shipbuilders for many years to come.

All BIW employees will be notified when the application period will open. More information about the entire application process and any requirements will be made available in advance of the application opening.
Are these the same apartments that are managed by Bath Housing?
No. Bath Housing’s apartments that opened in the summer of 2025 at 520 Centre St. in Bath are a different housing project and are managed by Bath Housing with different requirements and income guidelines. The housing for BIW shipbuilders project is entirely separate. BIW’s investment will support 84 new apartments located at 150 Congress Avenue in Bath which will be built, owned and managed by Developers Collaborative. This new BIW Shipbuilder housing will be prioritized for BIW employees; employment by BIW will be required to qualify and to continue to rent the apartments (along with some additional criteria). The rents for BIW employees will be below market rates but are not considered “affordable housing” or “subsidized housing” in the traditional sense of government-supported housing.
Who is building and managing these apartments?
Following the childcare model, BIW will not own or operate the housing complex. Developers Collaborative brings substantial experience owning and managing workforce housing and will administer the process by which BIW employees submit applications to live in the studio, one-bedroom and two-bedroom units.

Will there be restrictions on who can apply?
This housing is being built for BIW employees. If there are unit vacancies that are not being filled by qualifying BIW employees, units will be made available to our Navy customer and then to the community, in a similar way to our childcare program.
How many apartments will there be?
There will be 84 units spread across three new buildings. The units will be a mix of studios and one-bedroom and two-bedroom apartments.
Will there be parking?
Yes, the units will include parking. The parking plan has not been finalized; however, the apartments are located on the City of Bath’s bus route with a stop located nearby. The apartment complex is about a 20-minute walk to downtown Bath and BIW’s Main Yard.
How much will the rent be?
The financial support of the Navy and General Dynamics will enable the apartment complex to offer market rate rents that are attainable for people who work at the shipyard. Rate information for 2027 will be made available prior to the application period.
